Defense Cover Letter · Reply Sentencing Memorandum and Supporter Supplement
This one-page letter, dated April 17, 2026 and signed by Melinda Sarafa, Joshua Dratel, and John Kaley, transmits to Judge Analisa Torres two related submissions in United States v. Ho Wan Kwok et al., 23-CR-118 (AT).
Submissions Transmitted
- A Reply Sentencing Memorandum filed via ECF (case-doc-834) in further support of a non-Guidelines sentence substantially below the sentence advocated by the government.
- A Supporter Supplement to the prior Sentencing Memorandum (ECF Nos. 822, 826-1), delivered to the Court and the government via email.
Composition of the Supporter Supplement
The Supporter Supplement consists of:
- 100 representative exhibits — minimally redacted copies of 100 representative statements received by counsel from supporters of Mr. Guo;
- Introductory text in which the defense categorizes and reviews the substance of these statements;
- A master list of 1,254 individuals who submitted statements of support to defense counsel, including the 100 whose statements are provided to the Court in full.
The defense states that not all 1,254 statements have been included with the supplement, but they are available for the Court's and the government's review.
Sealing Request
Because of the sensitive personal nature of the information contained in the statements, and specific requests by numerous individuals to keep their identities out of public view, the defense requests that the entire Supporter Supplement be maintained under seal.
Closing
The letter closes by offering counsel's availability to answer any questions the Court may have regarding the materials.
