According to Guo Wengui, as stated across many livestreams and movement materials, the “13579 Plan” is the CCP’s “number-one top-secret document,” said to have been designed by former defense minister Chi Haotian and signed by Xi Jinping, with the goal of weakening and supplanting the United States through biological warfare and ultimately achieving CCP world domination.
Each of the five odd numbers in the name is said to correspond to a step:
- 1 — create a biological weapon (claimed to be COVID-19, allegedly from the Wuhan Institute of Virology / a P4 lab);
- 3 — deploy it within three years starting in 2017;
- 5 — ensure the weapon stays effective for five years;
- 7 — use the pandemic to paralyze seven countries (including the Five Eyes, Japan, and India);
- 9 — roll out a vaccine within nine months to coerce and control the world via the vaccine “poison needle” (with a variant claim of “taking Singapore within nine years”).
By his account, the plan’s core aim is to cause mass casualties and chaos by spreading the virus (especially targeting the U.S.), paralyzing Western countries and clearing the way for CCP global dominance; Guo says U.S. intelligence agencies are already aware of it. The claim is repeated throughout the New Federal State of China and the Whistleblower Movement, often alongside “Blue-Gold-Yellow (BGY)” and the “3F Plan” as part of a narrative of CCP global infiltration and “unrestricted warfare.”
