Blue-Gold-Yellow (BGY)

“Lan-Jin-Huang” — English abbreviation BGY, from Blue / Gold / Yellow, the same concept under its Chinese and English names — is Guo Wengui’s term for the “unrestricted warfare” tactics the CCP (especially its overseas intelligence apparatus) uses to control people, officials, and businesspeople in Hong Kong, Taiwan, and abroad. By his account, each word corresponds to a category of tactic:

• Blue — online surveillance, opinion manipulation, and information control: steering internet opinion, media narratives, and cultural infiltration to influence overseas media;
• Gold — financial inducement and bribery: using money, benefits, and business opportunities to buy off officials, businesspeople, and elites in various countries;
• Yellow — sexual bribery and honey-trapping: using seduction and recorded sexual scandals to control targets for long-term leverage.

Guo says he first used the term “Blue-Gold-Yellow” in a YouTube livestream on August 7, 2017, initially about the CCP’s control over Hong Kong and Taiwan officials and businesspeople; on October 5, 2017, at a National Press Club news conference in Washington, he further claimed it is also used to infiltrate overseas and linked it to the “3F Plan.” The Whistleblower Movement often frames BGY as a CCP tool for “kidnapping” national leaders and controlling finance and the international order, alongside the “13579 Plan” and the “3F Plan.”
