The “Eliminate the White Race” Plan (Mie Bai)

According to Guo Wengui, as stated across many livestreams and interviews, the “Mie Bai Plan” (灭白计划, literally “eliminate the whites”) is the CCP’s systematic scheme against the white race and the Western-led order. He says he warned the West in his 2017 Washington speech that “the darkness has arrived,” and by late 2019 – early 2020 stated plainly that this is “a massacre of humanity the Communist Party premeditated and planned for years,” advancing in parallel with the destruction of the U.S. dollar, the boycott of America, and the “3F” program to “weaken America, chaos America, kill America.”

He positions the plan as the “core of the core” of the CCP’s long war on America — the premise behind the 3F program and the 13579 Plan; the CCP, he says, is waging “a great war of all non-white races of humanity against the white race,” which he calls the “war to eliminate the whites,” adding “no one dared say this word — I said it.” In his telling, “Made in China 2025, Belt and Road, the world manufacturing sinicized, 2035 China’s GDP overtaking America’s to lead the world, 2049 America out — the premise of all of it is the Mie Bai Plan.”

In his telling, the plan’s main components include:

• Destroying wealth and faith — “eliminating your money eliminates you as white people; the other is eliminating your religion”: on one hand turning white wealth into the CCP’s money through vehicles such as virtual currency, on the other destroying Christianity, Catholicism and Judaism and replacing them with communism — “when someone wants you to destroy your faith and believe in him, that person is your greatest enemy.” European politicians who fail to see this, he says, “will be nailed to history’s pillar of shame”;
• Virus and vaccines — the creation and release of the coronavirus and the ensuing vaccine disaster are counted as the plan’s direct instruments. In late 2021 he claimed that white people accounted for the most deaths from Omicron and from the vaccines; movement livestreams also cited CCP state-media coverage of genetic weapons capable of targeting by skin color and ethnicity as “fully consistent” with the revelation;
• “Using Africa against America and Europe” — by his account, the CCP drives mass African migration into Europe and incites unrest among Black communities in the U.S. to hollow out Western societies from within, which he glosses with the CCP’s five-elements color scheme — “white is metal,” i.e., the West;
• Geopolitical proxy conflict — within the movement, Russia’s war on Ukraine is read as a component of the 13579 and Mie Bai plans, with the CCP quietly propping up Russia through funding and settlement channels.

After his December 2021 HBO interview, he argued by contradiction in a livestream: if the Mie Bai Plan, the 3F program, and BGY were “all fake,” Western media and tech platforms would have no reason to fall collectively silent on virus origins or election fraud; “when the West finds the truth of the virus … and that the Mie Bai Plan is real,” that network would “become the enemy of the whole world.”

In the New Federal State of China’s narrative, the Mie Bai Plan is repeatedly listed alongside the 13579 Plan, the Double Dragon Plan, Blue-Gold-Yellow (BGY), and the 3F program as one set of CCP instruments for infiltrating and seeking to dominate the world (as in the NFSC second-anniversary retrospective film), sometimes merged into the compound label “13579 Mie Bai Plan.”
