The Double Dragon Plan (Shuang Long)

According to Guo Wengui, the “Double Dragon Plan” (双龙计划) is a linked CCP plan of action covering Hong Kong and Taiwan — the “two dragons” being those two places. He says it was first disclosed to the West in his September 1, 2019 video interview with Steve Bannon, a date he returns to in later livestreams: “on September 1, 2019, together with Mr. Bannon, we made public the CCP’s Double Dragon Plan.”

By his account, the plan’s trigger and content are: the CCP’s crackdown on Hong Kong’s anti-extradition movement spiraling out of control, combined with comprehensive U.S. sanctions and blockade against the CCP — at which point the CCP would take military action against Taiwan and seize it by force.

In his later telling the plan advances in stages, Hong Kong first and Taiwan second: “Hong Kong under the Double Dragon Plan has already been taken; Taiwan is the other target”; “Hong Kong is already taken — Taiwan is next.” He says the CCP intends “to conquer Taiwan, to destroy Taiwan,” that the plan “prepares to attack Taiwan and will cause a humanitarian catastrophe,” and that an attack is possible “at any minute, any second.” He also ties it to the “Greater Bay Area” framework for absorbing Hong Kong: “take back Taiwan, recover Taiwan — there will be moves before the 20th Party Congress; the Double Dragon Plan is to be executed, the two dragons are to converge.”

He repeatedly stresses being the first to name it — “I am the only one who spoke of the Hong Kong–Taiwan Double Dragon Plan” — and, as tensions rose across the Taiwan Strait around 2021, said that “the CCP really does intend to attack Taiwan, which also proves that our saying so was not nonsense, that the Double Dragon Plan is not nonsense.”

In the New Federal State of China’s narrative, the Double Dragon Plan is listed alongside the 13579 Plan, the Mie Bai (“eliminate the white race”) Plan, Blue-Gold-Yellow (BGY) and the 3F program as one set of CCP instruments for infiltrating and seeking to dominate the world (as in the NFSC second-anniversary retrospective film), and is often split into the “Hong Kong Double Dragon Plan” and the “Taiwan Double Dragon Plan.”
