Preface and Whistleblower Movement

Mission: Take Down the CCP
The declaration characterizes the Chinese Communist Party as:
- A "terrorist organization funded by the Communist International" that "has subverted the legitimate Chinese government in the past";
- Responsible for totalitarian rule that has "caused horrific atrocities against humanity, total disregard for human rights, the destruction of humanity, trampled all over democracy, violated the rule of law, dishonored lawful agreements, caused great bloodshed in Hong Kong, and exported corruption across the globe";
- Responsible for the "CCP-Virus (the COVID-19 virus)" — described as a biological attack on the free countries of the world.
The declaration states that the elimination of the CCP is essential both for breaking the "shackles of slavery imposed on the Chinese people" and for bringing peace to the world.
Vision of the New Federal State of China
The declaration calls for the NFSC to draw up a constitution "in reference to the democratic and legal systems of the West, and any relevant international laws," with drafting conducted under the supervision of international institutions and the HSO. The proposed governance structure:
- Government bodies established by the principle of one person, one vote;
- Separation of powers between executive, legislative, and judicial branches;
- An electoral and impeachment system to coexist alongside elections, designed to avoid the social chaos of personalist rule.
Seven Enumerated Constitutional Protections
The new constitution is to include:
- Inviolable rights: human rights, rule of law, freedom of religion, freedom of speech, and private-property rights — all described as "sacred and inviolable";
- Foreign policy: a commitment to "permanent peaceful relationships" and "common development with people all over the world";
- Welfare and education: legislation guaranteeing educational opportunities, retirement pensions, and health care. Education shall be expanded through investment in the overall system, drawing on Western lessons, with respect for teachers at all levels and compulsory, non-discriminatory access;
- Environmental protection: of natural environments and animal habitats so that all life can coexist harmoniously;
- Regional autonomy: a Special Autonomy Ordinance for Hong Kong, Macao, Tibet, and other regions, with strict enforcement. Taiwan to remain in its current status, with expanded trade, steady development, and common prosperity with the NFSC;
- Asset recovery: confiscation and recovery of all assets "plundered by kleptocrats within the Chinese Communist Party," with the wealth returned to the Chinese people;
- Political amnesty: amnesty for all prisoners after the NFSC's establishment, except for criminals convicted of capital murder or crimes against humanity.
Mission of the Himalaya Supervisory Organization
The HSO solemnly pledges to:
- Make all preparations for the formation of the NFSC through outreach efforts, given that the CCP still holds state power and exercises "extreme control over the people";
- Actively liaise with various countries, political parties, associations, and international friends supporting the establishment of the NFSC;
- Coordinate relationships between the interim government and other actors;
- Guide and assist preparation of the new government to ensure smooth, effective, and steady progress;
- Collaborate with international supervisory organizations to oversee the operations of the NFSC according to law;
- Comply with both international law and laws made by the NFSC, accepting strict supervision from relevant international legal institutions.
